Below is the text of H802, "An Act requiring licensing of Bicylists and
Bicycles," which has been filed by Rep. Alvin Thompson of Cambridge.
"Chapter 85 of the Massachusetts General Laws is hereby amended by
adding section 11E as follows:
No person shall operate a bicycle in the Commonwealth of Massachusetts
unless he has first obtained a license to do so upon passing a written
examination conducted by the Registry of Motor Vehicles testing him of
hte regulations governing the operation of bicycles. Upon passage of
the examination and payment of a licensing fee of twenty-five dollars by
the applicant, the Registry of Motor Vehicles shall issue a bicycle
operator's license bearing the license number as well as the name,
address, date of birth, and photograph of the licensee, who shall carry
the license on his person at all times during which he operates a
bicycle in the Commonwealth and shall also issue a metal license plate
which the licensee shall affix behind or beneath the seat of the
licensed bicycle in such a way as to be plainly visible to the public.
Whoever operates a bicycle without complying with the provisions of this
section shall be punished by a fine of not less than five hundred
dollars or more than five thousand dollars or by imprisonment for not
more than one year in a house of correction, or both such fine and
imprisonment."
