The non-world-readable plans are (ususally) world-readable if you check them; they are just not readable by CA. So if you want to check the new plans that CA can't read, you can. It used to be in the ancient times of NFS when the plans really were non-readable, someone would send mail saying, "Hey, nobody can read your plan, here's how to fix it..."
