Why should CA check bits? It can either open the file or it can't. I
know that one stat has to be done to determine whether the file is a
block special device, etc. :-), but I see no reason why it should bother
checking the mode bits. Did the daemon run with some special privileges
at some time? This sort of behavior is reminiscent of the Ravenous
Bugblatter Beast of Traal, an animal so fantastically stupid that it
thinks that if you can't see it, it can't see you.
