At some point the cost of determining what is and isn't necessary is more than
the cost of just doing it.  Is it an absolute point of principle that
government should do absolutely no more than necessary, even if it costs
more to determine whether it's necessary or not?  Furthermore, what else
would have been done with the property (wasn't it in the Capitol?), anyway?

Just how much could that bank possibly have cost taxpayers, anyway?
