1) Banks usually invest their money to make interest.  If bank funds
were used to cover overdrafts, then those funds were not making
interest.

2) When Congressmen can bounce checks for free, whereas the rest of
the people in this country have to pay a whopping fee every time they
do it, then yes, in some sense the Congressmen are taking advantage of
the government.
