New Graduate Hopes to End Cycle of Welfare

MARTIN, Tenn. (AP) -- Margaret Mays says she wants other people
to know that welfare recipients aren't any lazier than anyone else.
``It hurts to be on welfare,'' she said. ``People stereotype you
and I've felt it.''
Mrs. Mays, 33, was scheduled to graduate today from the
University of Tennessee-Martin.
She is the first graduate of ``Project Success,'' a program to
help indigent single parents get off welfare.
The program begun at the northwest Tennessee school in 1989 and
allows such welfare recipients to attend college free without
sacrificing their other public assistance.
It currently has 19 participants, and though it is open to men
and women, all of the students so far have been female.
``This program is not easy,'' said Stephanie Muller, its
director. ``We don't try to fool people into thinking it is. It is
hard work, long hours and a total change of lifestyle that many
people just can't adjust to.''
Mrs. Mays grew up in a poor family in rural West Tennessee but
hoped to go to college after finishing high school in 1977.
She went to Dyersburg State Community College for a year on a
work-study program until she had to drop out to help care for
younger brothers and sisters and an ailing grandmother.
Twice divorced, she is the mother of two children. With few
marketable skills, she went on welfare to feed her family.
``What's really bad is having to pay with food stamps. The
clerks look at you like they're disgusted with you,'' she said.
``People sometimes roll their eyes or make noises, like you're lazy
and no good.''
Mrs. Mays majored in home economics and hopes to find a job
working with children, perhaps through a day-care business of her
own.
``I knew if I was ever going to get off welfare for good, do
something for me and my children, I'd have to get an education,''
she said. ``It was hard sometimes, but I just couldn't give up.''
The UT-Martin program is financed through various state and
federal agencies. The federal Job Training Partnership Act pays for
tuition and books, while the state Department of Human Services
provides child care for the children of students in the program.
