I vote for a variant on plan 1: new users are included by default, and
are informed about Central America via email. They can then choose any
option they want, e.g. be reasonable and have a .plan file, be paranoid
and be removed from the database, or just not have a .plan file at all.
I also think finger should be hacked to display .plan files. Since the
main reason against this seems to be that it would take the program too
long to attach people's filesystems, perhaps a better solution would be
for the finger program to get the .plan files from Central America.
On another subject altogether, it might be amusing to create a separate
discuss meeting called Justified_Text (short name hbox) so transactions
like this can be collected in one place.
