	But the restrictions cited by tytso are form restrictions, not
content restrictions. The former have consistently been ruled legal, the
latter not. It's a very important difference.
	I really think it should be maintained that CA is a "public
forum" with regards to content. Think about the implications otherwise.
Saying .plan's are subject to other than simple structure-based
examination brings up the problem of who's responsible for doing the
examining, and the penalties that can be levied against them if some
.plan's offend someone in the administration. This is not something we
wish to have happen.
	Talking about "rights" can be tedious and tiring, and often
involves defending the obnoxious. But far from being destructive, it forms
the very basis of an open system. It is one of the prices we pay for the
freedom we enjoy.
