Hints:
The code is, in fact, based on POSTNET code. POSTNET code is groups of
five bits per digit. The place value of each bit, from right to left,
is 0, 1, 2, 4, and 7 (that's right, 7). Each number must contain two
set bits and three null bits. (The zero bit provides for this). The
number zero is represented as 11 in POSTNET code. Thus the digits zero
throughh nine in POSTNET are as follows:

The bar code on envelopes is the nine-digit ZIP code (ZIP is an acronym

extra vertical bars on my code (which should be obvious, since it
doesn't end with a |).
