It's an "Urban Legend". The bill was considered, but never passed. It was introduced as a favor to a constituent, bounced around for a while, then died. Several, somewhat contradictory, propositions were asserted, but not anything so clear as "pi = 3". I have a journal article discussing its history, but unfortunately it's not accessible at the moment.
