I only know the fact from an old Guiness book of world records, which gave the closest and farthest approximations of pi. The record for closest approximation has been broken many times since the book was published, but I doubt that they accept new entries for farthest approximation. I guess the law was used to calculate acreage of circular plots for tax purposes.
