Is this a bug in Lynx and Mosaic, or is something wrong
  with financial.savvy.com's gopher server?

Neither. There is no known Web client that supports the Gopher+
protocol; it wasn't even clear how such could be done until the past
month or so hammered it out in the IETF working group. You cannot use
a current web client to do this; you must use some other method.

I realize that it's going to be a big surprise to some of you that you
can't do *everything* on the web. :-)

p.s. there is no lynx in the sipb locker. lynx is still not quite up
where I would want it to be before installing it in sipb; it's in
     outland.
