About Techinfo:
  0) i've been thinking of writing a Techinfo gateway as a Perl
     extension for the Plexus server, but I don't know what that would
     do to the load on the server...  we might want to run the gateway
     on a separate port anyway.

  1) the "cern" techinfo gateway is only half cern.  the authors are
        LAM     Linda Murphy, University of Pennsylvania
        TBL     Tim Berners-Lee, CERN

  2) the code is in

  3) cern's web contains cern's copyright and code distribution conditions:

     Note that there is a more stringent category of "Academic and
     Educational Government Bodies of non-member states"; if we want
     the code, we should try and get the "provider" status if we can.
