Mosaic `documents' menu

As I mentioned a while ago, the version of Mosaic in the sipb locker
has the ability to use a user-defineable Documents menu. I (finally)
installed a small default menu tonight (it won't show up until
tomorrow (Saturday)); people should think about what kind of things
should be in this menu.
For those who don't know, I'm `retiring' from active SIPB work for a
while, so people should make sure that requests/reports/comments/bugs
about Mosaic (and everything else in the sipb locker) go to the mail
address <bug-sipb@mit.edu>.
