At sites where new user accounts are world readable, the new users
usually learn about it quickly enough. Keep in mind that there
are a lot of new users at Athena who tacitly assume that everyone
can read their files, are surprised that it could be otherwise.
This is particularly true of users with previous experience using
personal computers, which work on the philosophy that anyone sitting
in front of the machine has full access.
