Check out www.fortres.com, they have a product called Fortres 101 which 
can disable a lot of things in the OS.  We use it on PCs in our Public
Library.  There's also a product called IKIOSK, which can disable certain
features in apllications such as Netscape, I think their website is 
www.hypertec.com, but I'm not sure.
