Yep ... Sendmail 8.xx can do this. And as far as I know, it should
satisfy all of your other requirements as well (well except for the NT
part). I have ours set so that i just add a domain or a specific user and
they get bounced. And, the beauty is that you can bounce with a specified
error level so you can fool their mail sender (whatever it may be) to keep
trying which bogs down their server and bandwidth and really adds very
little overhead to yours.
