David,
If you are talking about a Certification Authority for OFFICIAL Navy (and
all of DoD) use, your CA (and complete certification hierarchy) will be
provided by the Defense Message System (DMS) and MISSI. You can get Navy
related DMS information from SPAWAR PMW152. They have a web page at
<http://www.spawar.navy.mil/DMS/>.
I realize that DMS is currently mail only and that a DMS CA will provide
only FORTEZZA certificates -- but for OFFICIAL Navy communications
(including Web browsing) my bet is that you will required to use FORTEZZA
certificates from the DMS certification hierarchy. Contact Netscape to find
out when their FORTEZZA enabled browser will be available -- it should be
soon if it's not available yet.
