Hello! I just finished researching this topic myself. I have
attached the Netscape URL for ordering US-128. As you will see
you cannot use it outside the US. :(

NETSCAPE US-ONLY SOFTWARE ELIGIBILITY AFFIDAVIT
VERY IMPORTANT NOTE
US-only versions of Netscape software may be considered to be munitions by the United States
government. Their distribution may be regulated by 22 CFR 120-130, International Traffic in
Arms Regulations (ITAR) and 22 USC 2778, and probably other laws and regulations.
