Greetings,
The reason why it is not possible to obtain the secure version is
because the United States Government classifies strong cryptography
medhods as munitions, so you can't export it out of the U.S. without a
license. This license is granted on a case to case basis so Netscape
can't just get a license and let it be distributed freely to everyone.
If you absolutely need it, try hacking their site :-).
