You need to add the approxpriate mime type:
application/x-ns-proxy-autoconfig to the pac extension.
Create the proxy file ('How to' can be found on Netscape site) and place it on your web server.
Map a url to that file
ex:
home.xyx.com/proxy is mapped to
/disk1/ns-home/docs/proxy.pac
Then in the navigator place home.xyx.com/proxy in the proxy url
and you should be on your way.
OR
you can use the Netscape Proxy server.

Hi:
Netscape Navigator 3.0 have an option to get proxy configuration from
an http server. Could anybody tell me how to setup a http server to
pass proxy configuration to Navigator? Is there any security problem?
Has M$ Internet Explorer an equivalent option?
Thanks in advance.
P.D. I apologize if the subject is a little off topic, but I can't find
another target to my question.
