Could you provide pointers to the court decisions and bill mentioned above?   
If placing something in RAM is considered making a copy, then it would be 
nearly impossible to view any copyrighted material on the web without 
copyright infringement.  Further, viewing any document from any source (web, 
cd-rom, other on-line services, etc) would be copyright infringement.
