Two companies come to mind which have been doing just this sort of work.
Motorola - NES - DOD approved hardware encryption devices
Network Systems Corp (NSC) - Security Routers & BorderGuards
Both have devices for lan & wan and we have used both.
As for SAFE???? That's for the rest of the community to comment on
