(I wouldn't normally advertise my employer's products in this way, but my
response is directly appropriate to the question raised...)

IBM has announced, and will be shipping this month, a secure IP tunnel function
as part of its Secure Firewall product.  The function is consistent with the
new IPSEC RFC's, which define a proposed standard way of providing this
capability.  At last week's "IPSEC bake-off", at the IETF in Dallas, the IBM
product was shown to be interoperable with a number of other IPSEC
implementations.

IPSEC defines an authentication function and an encryption capability.  The
authentication function (AH header) allows communicating IPSEC systems to be
certain of the origin of incoming IP packets.  The encryption capability
preserves the confidentiality of IP packets.  The IBM product implements both
of these.
