Just because the salt shaker doesn't make it to the table, doesn't
mean that it isn't to be found in the kitchen.
Kitchens contain tons of spices that don't make it out to the table.

I used to work at a Chinese restaurant. I don't recall any salt and
pepper on the table.
But we did have a few sauces that would be sent out with various dishes.
