While I would appreciate more words, I think more easy-access uses of the language would be more valuable.
I think we need more widely known "non-canon but correct" uses of the language - like the videos Teresh created, or perhaps the story in the old pojwI' program.
Maybe my view is merely ignorant, but I would have a hard time to list a worthwile number of klingon fiction that is accessible to beginners who may not know more than a few basic words.
Translating Hamlet is cool and all, but it's rather useless for beginners (like me) - if I have to look up every second word in a sentence, I'm not going to enjoy reading the text. Or continue doing so, for that matter.
If klingon looks as if it stagnates, it's because there too few items using it. There are some monumental beacons, like the Shakespeare translations, or the EuroTalk program.
But even so, how accessible are they? Few would read Hamlet in english - fewer still would read it in klingon, or be able to.
The EuroTalk program might be more accessible on principle - but who will actually pay money for it, unless they're already into klingon?
The occassional fun product, like klingon monopoly, comes up as well - but I doubt there are many outside of this list who even know about it - it's too specialized (board game, klingon, Star Trek, etc...) to be of much interest to anyone else.
So, while I don't think klingon needs a TV show, I do think it needs some sort of regular fiction that is accessible for both beginners and non-klingonists.
IMO, something like the above mentioned videos from Teresh should be created by the KLI, on a regular basis.
I'm certain the resources and especially the knowledge on this list alone would be more than enough to achieve this.
