qurgh has an excellent pIqaD transcription tool on his website: http://hol.kag.org
Just pick pIqaD from the top toolbar, pick a font size and color, paste the text in Romanized Klingon, and presto: It will generate an image file with the text.
There's also Klingonska Akademien's pIqaD playground: http://klingonska.org/piqad/play.cgi
