While it's true that the MLA knows of the KLI, I suspect that what you're
remembering is a satirical article published by THE ONE (
http://en.wikipedia.org/wiki/The_onion) some years back. In that article as
I recall, they claimed the MLA was giving scholarships to people studying
Klingon. The article had a number of even crazier claims, including that
Klingon speakers outnumbered Navaho speakers.
