When I read =ABrI'Ha'=BB, the picture I get is of one of Picard on the brid=
ge trying to talk some sense into somebody on subspace, but when he notices=
the other person isn't prepare to listen, he shouts =ABrI'Ha'!=BB, and the=
transmission ends.
Then when the other person tries to =ABrI'qa'=BB, Picard decides to =ABrI'H=
a'taH=BB for a little while and let the other guy sweat.
rI' =3D hail (possibly also "respond to hail")
rI'be' =3D not hail
rI'Ha' =3D "unhail"; to terminate hsiling frequencirs, or refuse to accept =
a hail

I'd totally understand jIrI'Ha'pu' in that context.
