I don't think so. That presumes that a Klingon would be able to perceive a
meaningful distinction between /ay/ as a consonant-vowel sequence and /ay/
as a diphthong, and since Klingon has no diphthongs I doubt that. And since
the qaghwI' is a full-blown consonant I think a Klingon would perceive its
absence as much as its presence; the syllabification wouldn't be considered
as important.

Of course, having no Klingons around to ask, we can argue this all day and
still come out at the other end with opposing viewpoints.
