I was under the impression that QAO was only forbidden in the sense that you can't use it as some sort of relative clause.

For example, {Qang HoHta' 'Iv 'e' DaSov} doesn't mean "You know who killed the Chancellor", but rather "Who is the person you know killed the Chancellor?".
Likewise {chay' Qang HoHlu'ta' 'e' DaSov} doesn't mean "You know how the Chancellor was killed", but rather "You know the Chancellor was killed, but how was he/she killed?"
