I'd go with DaqwI' or DaqwI' jan. I prefer noun-noun constructions
over something like DaqmeH jan, just because it's easier for me to
grok the syntax. But that's just a personal preference, and Okrand
uses VERBmeH NOUN pretty regularly.
As for jIHwI', while it might suggest surveillance, it doesn't seem
covert to me. For example, a muD jIHwI' might be a weather station.
As for ethics, even human laws of war are unkind to spies. A spy who
infiltrates an enemy's ranks and is captured is not considered a
prisoner of war, but an offender against the law of war, and is
subject to a military tribunal. Such tribunals give out harsh
punishments, because they *really* want to discourage other spies. I
doubt Klingons would be gentler.
On the other hand, I also doubt Klingons would feel the need to lie to
themselves with euphemisms. If they're going to eavesdrop--whether for
espionage, internal security, or gossip--they'll probably just call it
eavesdropping.
