Probably not.  Holtej wrote in HQ 14.2-3:21:

Holtej's (not Okrand's) example was:

Note that the subject of {bop} would be the "insignificant things", not "Klingons".

Your sentence is tricky as {ja'chuq} "discuss" doesn't seem to take an object:

  ja'chuqmeH rojHom neH jaghla' 
  The enemy commander wishes a truce (in order) to confer. TKD 

  maja'chuqjaj? 
  Can we talk? PK

  'uQ wISoppu'DI' maja'chuq 
  We will talk after dinner. PK

If you mean Klingons never let themselves be sidetracked by indulging in trivial gossip, you might just say:

  not joS tlhInganpu'
  Klingons never gossip.

or even:

  not DoS luchIl tlhInganpu'
  Klingons never digress (lit. "lose the target").

Other verbs to consider are {qel} "take into account, consider", {buS} "concentrate on, focus on, think only about", {ngach} "debate".
