I would say something like <jatlhDI' tlhInganpu' not ram Soj> "when Klingons talk, the matter is

The usual gloss is "be all about", but I find myself using it more simply for "be about". So:
HolQeD bopbe' paqvam
"this book is not all about linguistics"
And the word is found in the refrain of the Hokey Pokey, the original prompt for the word IIRC:
'e' bop
"that's what it's all about"
This indicates to me that you can say:
molor jeyta' qeylIS 'e' bop SoQ
"the speech was about Kahless having defeated Molor"
and to take an example from my Red Dragon translation:
vIpe'lu' 'e' bopbe'. jImev 'e' vIwuq neH.
"It's not [about my] getting cut. I just decided to stop."
