How about

    reH Sumchuq juHmeymaj

In context, the sentence was meant to mean that their physical dwellings 
were next to each other, though there was an intentional and 
disingenuous undertone of their Houses (note the capital letter) being 
closely allied (which they were most certainly not).

I don't see how you could make that double-entendre work in Klingon 
(though I haven't spent a great deal of time thinking about it!).

For the first sentence, how about {neplu'!}.

For the second sentence, how about {maHvaD potlhqu' batlh'e'}.

I'd use a sentence fragment to start this off:

I'd step away from translating one sentence for one sentence here, and 
rearrange this a bit:

Notice also the placement of {neH}. We're not talking about "merely 
noticing something," we're talking about "knowing something only."

Gowron is definitely talking about {tIgh}, not {tIq}.

was a rhetorical question, but an observation.

I don't think your law'/puS alternative is among our list of known
