I don't think {-vo'} or {-Daq} have to imply motion. Certainly not the 
latter! Would you object to:

    raSDaq HIvje' tu'lu'
    There is a cup on the table.

    QongDaqDajDaq QongtaH
    He is sleeping in his bed.

    jIH DungDaq joqtaH joqwI'
    A flag is fluttering above me.

(Note that the last is not {DungwIjDaq}, as per KGT p. 24 — I'm not from 
Sa'Qej.}
