There is no official pIqaD, and judging from Okrandian and Okudan remarks,
there is not likely to be one in the near future.  

Originally, TKD second edition was to have a section on the pIqaD written by
Mike Okuda, who does the graphics for ST:TNG and the last few movies.  But
Okrand and Okuda were unable to come to an agreement on how to do the mapping -
Okuda doesn't want an alphabet, or even a syllabic; he thinks that the Klingons
,
being completely alien to us, should have a completely alien writing system.
He also doesn't want to have to worry about correct Klingon when doing the
displays; his job is to make them look good.  So there is no agreement, and
thus no pIqaD.  (This all comes from Okuda; I asked him this question at a
convention last year). 

I get the impression from Okrand that the PTB don't want a pIqaD that doesn't
map to the stuff on the screen, so there's sort of a stalemate.
