We have no indication that a bogh-clause can be used without an
explicit head noun.  Maybe this is indeed good Klingon for
"him/her/them whose mind(s) is/are fixed on you", but without
examples of such a construction I should have written

     nuv DuqImtaHbogh roj [or jot] DaleHchu' Duvoqmo'
