If I were the operator of the ISP in question, I would want to know
about this. Because although they didn't crack you (this time), they
might crack someone else. Chances are this is just a bored teenager
running a portscan, but whoever it is, you have a time sig and an IP;
the ISP should be able to use that info to find out who that was. It is
then their responsibility to make the decision about whether to act, but
you never know: this might be somebody with a reputation.
