problems with ttyS1

I'm trying to put a modem on a box running RH5.1. Just trying to get
minicom to work, I get
minicom: cannot open /dev/ttyS1: Device or resource busy
Messages from dmesg show
Serial driver version 4.13 with no serial options enabled
tty00 at 0x03f8 (irq = 4) is a 16550A
tty01 at 0x02f8 (irq = 3) is a 16550A
The serial mouse on cua0 works fine and I've got gpm running. Does anyone
have any ideas? I tried playing with setserial a bit, but that didn't
seem to have any effect. There is currently a modem on ttyS1.
