Question regarding rsh and PAM interaction

Hi, I am currently on an RH 5.1 box (mach1) and decided to rsh to a new RH 5.2 
box. (mach2)

mach1% rsh mach2
Password: <Enter password>
Login into shell

mach1% rsh mach2 'echo $PATH'
Permission denied

I was stumped at first what could be possibly wrong but by modifying
various settings in /etc/pam.d/{rsh,rlogin,rexec} (which I have no
clue of why I did). I was able to get the second command to work

Is there a simple explanation of why the second command didn't work
out of the box with Redhat
