if /etc/rc.d/init.d/httpd restart failed you could try:

	/etc/rc.d/init.d/httpd stop
	/etc/rc.d/init.d/httpd start

This is, in effect, what /etc/rc.d/init.d/httpd restart does but, who
knows, it might work.
