RedHat5.1 and5.2 will definititely let a regular user
start pppd when set up the way it likes. Several of us had success simply
by using linuxconf only - so try linuxconf 1-2-3 below.
1. Use linuxconf to completely remove all your ppp setups, exit from
linuxconf and have it 'save' the changes.
2. Make linuxconf add in your config afresh. Press the buttons for
PAP and "let peasant user start pppd".
3. Users start the connection by typing /sbin/ifup ppp0 that's
all.
They cannot run pppd directly, they have to use /sbin/ifup and /sbin/ifdown.
The method above is known to work with RedHat5.1 when all updates
are installed (important), or with RedHat5.2.
