I don't know of a utility.
what problems are you having? I started w/ apache 1.3 on a WIN95 box, and
when I got my Linux box, downgraded to 1.2.6, with minimal trouble. Think it
was just the virtual host stuff.
I'm sure one of us can help make this less than serious.
