Hmm...if you get the system to boot single mode from the "outside",
what then? inetd isn't running in single user mode, there aren't even
any network drivers loaded (typically). Setting these to run would
effectively remove single user mode's efficacy.

No, not really. If you reboot the system and press SHIFT or CTRL
before lilo loads it will give you the prompt. The only dangerous
thing I know of is to use "prompt" without a timeout value. (user
intervention is REQUIRED).
Perhaps you could tell us why you need to boot into runlevel 1? Or
why you are concerned about a password prompt? If you think someone
may try to break in at the console, I'd change:
ca::ctrlaltdel:/sbin/shutdown -t3 -r no
to:
ca::ctrlaltdel:/bin/true
in the /etc/inittab file.
