I had the same problem, you need to install one of the packages first, and
it creates the headers. I'm not sure which one, check the docs.

Hi, 
I was install KDE using the source RPM, and so I installed QT also
BUT, I'm having problems...

the only binary I've been able to create are the lib and support ones,
for everything else, including base it gives me the following error:

checking for KDE... configure: error:
in the prefix, you've chosen, are no kde headers installed. This will
fail.
So, check this please and use another prefix!
Bad exit status

so what do I do?
