I actually do this many times a day.
"Select start, programs, accessories, DialUp Networking. Type in "Ace",
hit next, type in the phone number, hit next then Finish. Have fun!"
What problems do you have?
"type startx.... what do you mean it errored? ok, then type
Xconfigurator.. yes capital X.. no the rest is lower case.... how do I
know what your monitor should be? don't panic, its supposed to flash a
few times... ok now type startx.. ok please turn capslock off and try
it again... the screen keeps sliding about on your monitor? ok, well
stop moving the mouse.... now carefully move the mouse to the top left of
the screen.... then hold the mouse on each of the icons until a little
pop-up tells you what it is, and find the one for networks then click on
it.... there isn't anything in the top left corner? nothing at all?
ok, what about the bottom right hand corner? ok, that little set of boxes,
move down and click the top left box in the bottom right of the screen...
it flashed up and went blank again? ok you moved the mouse down too far,
move it to the top of the screen and keep moving it up... ok is anything
there yet? ok, click the networks icon.... its half off the screen? ok,
just move the mouse to the right hand side and it will scroll across...
the screen went blank again?..... yeah, you shouldn't have left the
mouse on the right side of the screen for too long.. I'm a what? Look, I
am really sorry, but I am doing the best I can so just calm down a little
please.... now move the mouse back to the left of the screen and hold it
there... ok so you can see it now? click on Interfaces, then click on
Add, a little box pops up... you can't see it? ok, move the mouse to the
right again.... "
or
"ok type cd /etc/sysconfig/network-scripts.. no forward slashes.. top
left to bottom right.. no, its a dash or minus between the words network
and scripts. ok now type vi ifcfg-ppp0.. ok now hit insert.. now type
DEVICE=ppp0...." 20 minutes and a few text files later.... "it isn't
working? ok, lets go back over it all right from the beginning...."
perhaps exaggerated a little, but you get the idea, remember we are talking
newbies here.

Probably a bit of difference between having standard W9x installed at a
shop and having Linux hand installed by someone taking the time to
install/configure/customize etc.
Give her an out of the box install and it might be slightly different.
Really your comparison is invalid by your own admission.

I didn't say that W9x was any good, just that it installs and things work
(insert loose definition of "work" here).
My point is simply that the setup tools could and need to be better.
I also think it was a little uncool to select one paragraph from the
original mail to target.
