I don't think it is possible to boot DOS from other than
the first ide drive (hda). You cap use LILO's map-drive
option to swap the first two drives so that when you
boot DOS the second drive becomes the first.
Add
map-drive=0x80
to=0x81
map-drive=0x81
to=0x80
to your DOS lilo.conf stanza.
