Yes, though on some routers (HP for example) you can have it forward the
bootp/dhcp request to a subnet, instead of to an individual server, a
feature that could help in failover situations.
 
If your router is a *nix box, the ISC DHCP source distribution includes the
relay-agent source.

To Debug, I suggest a good knowledge of the relevant RFC's and a sniffer
(TCPDump in a pinch).
You can also turn up the logging on the dhcp server to ridiculous levels.
