In /etc/X11/wmconfig there is everything that pops up, just set up a new
file with the appropriate parameters in it using an old one as template:
telnet name "telnet" < replace telnet by application xy
telnet description "Telnet Client" < --- " ---
telnet exec "xterm -e telnet &" < this line calls your app
telnet group "Networking" < give it your submenu
